The 1st Continental Congress Sept. 8th-Oct. 26th 1774
· Reps. From each colony (except Georgia) met in Philadelphia to discuss their reaction to the “Intolerable Acts”
· Wanted to seem united against Britain
· Were not seeking independence yet
· Had 3 Objectives
a. stated colonial rights
b. specified British violations
c. made plans to convince Britain to
change it’s course of action (boycott)
· Agreed to meet again in May 1775 if nothing changed
· Britain’s response…block fishing in the North Atlantic, send more troops to “put the colonists in line”

The 2nd Continental Congress May 10th, 1775- 1781
· When the 2nd Continental Congress first met, they authorized the colonial militias to become the Continental Army
· George Washington was placed in charge of the Continental Army


The Continental Congress continued to make decisions for the colonies for the rest of the war. This was difficult because the colonies were still a loose confederation, and could still make their own decisions.
